Creating a progress gauge

I hope there is no other thread on this topic. I want to create a progress gauge using data from a survey, but I need it to look like attachment 1. My problem is that the maximum value comes from another layer and I don't know if it's possible or not to make a progress gauge with the data that comes from the survey.

Is it possible to make this work?

You can, but it will likely need to use a Data Expression. Does the survey include some kind of ID that would tie it into the other layer?
