Can you toggle a layer on/off in a web app from a dashboard

I have a public facing web application and an internal use dashboard. I would like to be able to turn layers on or off from the dashboard that will update on the web application. How can I achieve this? Thanks in advance!

This workflow is not supported. ArcGIS Dashboards was not designed to "control" the layer visibility of another web app. It is meant to be a stand alone data presentation app. Sorry.
