ArcGIS Dashboard Intro Popup

Does anyone know if there is a way to make a popup appear as soon as someone opens up an ArcGIS dashboard? I want a popup to appear and explain how the dashboard works at which point users can exit out of that and not see it again https://tutuapp.uno/ .
