ArcGIS Dashboard actions not filtering labels

I have a simple dashboard in ArcGIS Online with a category selector that filters a map layer. There is an action that filters the map layer when a selected year is changed. It works as expected except for the map labels. The filter action does not work on labels. Is this expected behavior?
