Greetings to all GIS Users,
Have you ever faced problems sharing your dashboard with other people/devices?
You may also wonder if Your Map or dashboard has already been shared in public mode, yet the Dashboard still requires you to sign in when sharing your dashboard project with your colleagues/ viewers.
This is because in the ArcGIS Dashboard function, to turn your project into public mode and not ask for a sign-in prompt, you need to enable three components to display as PUBLIC.
1. Go to your Content in ArcGIS Online--> Click the Dashboard--> In the sharing Option, click Everyone (Public) then click OK.
2. Go to your Content in ArcGIS Online again and make sure that the Map that is used in your Dashboard is shared as public.

3. At the bottom of your Map (In ArcGIS Online Content), make the Feature layer (hosted) into public mode too.

4. Finally, go back to your Dashboard and go through to the bottom of the Dashboard, you will see the URL link. Copy the link and you are ready to share in public without a sign-in prompt.
Hope this will help you.
