I would like to be able to set layout guides for organizing multiple dashboard elements. Even if they were just simple guides like "This element should take up 50 percent of the available horizontal space" or "this element should take up 20 percent of the vertical space in this column"
It would be nice to be able to align things when there are lots of smaller tiles - or to make sure that a split occurs in the actual middle of a page.

When editing a dashboard, when you hover your cursor over a partition "line" between two elements, you should see an approximate size percentage that helps meet your need above. For example, in the screenshot below, notice the size percentage in the red outline.

Yes, this functionality is available in the new ArcGIS Dashboards release. It's not available in ArcGIS Enterprise 10.9 - but is expected to be part of the 10.9.1 release.

I would like to see it go even further than making them a certain percent.
I would like to be able to set the height of a dashboard so I can design it for the place it's going to go. (For example, if I create a 750 height in Hub.)
I would like to be able to select rows and set them to the same height. I realize that I can do columns and distribute evenly, but some of my rows are indicators and some are text. If I set them evenly I get white space in some rows and cut off text in others.
I would like to be able to set an aspect ratio for various widgets.
I would like to be able to lock specific widgets so they once I have the sizing configured they don't change when I set the sizing of another.
@DerekLaw I realize yours is an older comment and I tried using them, but they were very clunky and difficult to calculate and use.
I have six rows. I want 3 rows to be identical heights, one row to be a "footer" and the other two rows to be identical heights.
This was the best I could do and that took a lot of math and sometimes the math worked and sometimes it didn't. For example: I want both the two title rows to be 6% (which is nearly impossible to do by the way). Why is one 6.1% and the next one is 37.8%. Is it a percentage down the page? No. Because the first indicator row is 32.5%. I still ended up eyeballing it. I think the 92% means that the "footer" is 8%.
(And, no. Our services aren't having issues. This is my test. LOL.)
