I am working on a project where the premise is demonstrate Collector for ArcGIS and the Operations Dashboard using just ArcGIS Online. While it is possible to put together a good demonstration this way, if you were allowed to filter by the last edit for all users, this would give a better visual display on the dashboard. At the moment, in order to have a legend with unique symbols for the different editors, a point is recorded on the webmap every 30 seconds for example. This makes the map look cluttered. A better display would not to have these points recorded but just display the last location of the collectors.

The only way for this to be achieved is by using the Geovevent Processor but this functionality could easily be achieved in ArcGIS Online or just in the Operations Dashboard.
@ChrisAdams This request is a bit old, but I believe what you are after can be achieved using various/different pieces of the ArcGIS platform. For example, ArcGIS Dashboards supports date-based-filter conditions and apps such as ArcGIS Field Maps have built-in support for last known location.
