I've been seeing semi-regular issues this year with the Create Report connector timing out in Power Automate and the S123 Website.
This is the error in Power Automate: The Create Report step completes as "esriJobSubmitted", which causes subsequent steps to fail
This is what I see in the S123 Website: This isn't an issue with my flows. This is an connection with the S123 website (by the looks of it). This is only a partial outage though, as some random reports are generated (as you can see in the list of runs).
Anyone else experiencing similar outages?
I am experiencing this exact same issue right now.
While annoying, this is good (in a way). I am trying to engage Esri to look into this issue. But the problem is creating a case is extremely difficult as it is a transient issue without errors, so we are trying to get Esri Inc.'s attention.
My case is 03926058 if you'd like to attach yourself to it. The more people we have complain, the more likely they (Esri Inc.) are to take my crazy ramblings seriously (lol).

Esri (Canada) was made aware and was able to recreate the issue again. Esri (Canada) made Esri Inc. aware of the issue and they are theoretically investigating the outage right now.
Got it. So far, nothing has really come up in terms of reasoning/cause in my case. I was directed to create a copy of the flow (which I did) and see next week when staff goes out to submit forms to see if we run into the issue again. However, like you said it's random - so intermittent and that's been difficult to work with.
In case this helps your troubleshooting with Esri, my current assignment, as it were, is to set up a dedicated calendar to track these outages. I will be recording precise dates, times, and durations of outages going forward. Additionally, I will be grabbing jobIds for the failed runs and providing them to Esri.
I will close this topic off for now with "things are working again".
This partial outage lasted from approximately 9:57 to 11:10 MT (June 25, 2025) before correcting itself. These times are based off when my automated error emails started and ended (which are only sent when a flow fails), so the true times are likely shifted a little. But this should be pretty accurate.
I am having issues generating reports again but looks like there are other issues too this morning.
Looks like there are some issue with ArcGIS Online this morning which might affect ArcGIS for Microsoft products as well.
