Looks like I have to answer my own question.
When uploading data there will be a service that can be checked on and off for create and delete. Make sure those are not checked when uploading. Now ArcGIS Online will be finicky because this is only part of the solution.An App from the online map needs to be created as well. Create your pop up menus and deselect editable in the individual features tab. do not confuse the first editable checkbox next to the layer it the editor widget.Go to the editable attributes section and turn off all of the features. For some reason the combination of the App and uploading of the file as a service correctly, do the trick. However, this must be done exactly or else it has not worked for me. Hopefully my struggle is of use to someone.
