How do you create a tile package from ESRI Resources - such as World Topographic Map (for Export)?

I am trying to create a tile package for use in a collector app using this tile layer:  http://nhdes.maps.arcgis.com/home/item.html?id=eaee8760ed754019a964a6d785613a50 

And I keep getting this error:

if this doesn't work, what does?
