Feature Restriction in Collector using iPad

Is there a limit of features that can be taken offline using the Collector app on an iPad? I am trying to download 928 features over a 650 sq. mile area with 100 or so photos. I can successfully download the entire area in about 5-10 minutes on my Droid Maxx 4.4.4 phone, yet when using my iPad it spins for ever and just stops working at around 80%. I'm using the same wireless network, same AGO user, just different device.

You should see parity across the apps for downloading content. Can you share the map with Collector4ArcGIS in a group and I can look into the issue.
