Does Collector support email notifications upon update?

For example; I create a Collector For ArcGIS map for use by citizens of a city so they can report graffiti, potholes, etc. And then when in use a citizen reports a graffiti issue complete with photo - and upon update an email is sent to certain departments. Is this possible?

Is your data stored in a relational database where perhaps you could setup a trigger?

That's a good suggestion; although I did just come across an available CSR app available in the app marketplace in ESRI - going to peel that apart and see what's going on.
