Creating a feature with domain

When using collector I am trying to add a feature that has a domain that the symbology is based off of. 

For some reason one of the options is missing. In this example its scotch broom. My current workflow is create a feature with a different domain value and go back and edit to the one I want. It is available after I create the feature. Is there a limit on the number of features that I am allowed to create based on a domain?
