Silent Install of CityEngine 2021 - issues licensing remotely

Hello,

I am trying to deploy CityEngine to a few labs and need to be able to license the program through command line. I am using the below command, but the license will not set and still requires you to manually run the license administrator and input the license information after install

Has anyone been able to successfully license this program remotely or have any insight on how to do it?
