Here is where the Facade Wizard is in CityEngine:
In the facade wizard video above, there is a tool in the Facada Wizard toolbar that lets the user crop the image before constructing the facade rule. I dont seem to have that tool. Is it an add-on? I have CE2013.1.
I presume you have the basic license. This tool is only available on advanced version of CityEngine. So this must be the problem that you don't see the tool listed.

My arcGIS administrator lists me at work as having "Advanced Concurrent Use" license. I have the ability to use the facade wizard (as well as KML support which comes with advanced license) ..just not the crop or windows tools. I have attached a picture of my interface with the wizard. Maybe its the version I have? or it needs to be activated somewhere im not aware of?

You can actually access Crop Image tool by right clicking on the image that you want to use in Facade Wizard - in Navigator window:
Thanks! I think I have found the problem...my facade wizard has "(Beta)" next to it in the title tab. I think maybe thats why its not there. Even when I right click the image, the "Crop Image" option is gray (not selectable). Im going to look into updates.
