This seems to have been an issue in the past based on what I've seen in this forum. I'm also having a problem downloaded examples and tutorials from within cityengine. Has this or will this be resolved? I think the problem is there is nowhere to enter a username/password for proxy authorization. I'll download them manually from the link I found here, but was hoping this would get resolved in case I run into a similar issue in the future.
