PAPI Obstacle Clearence Surface

Anyone;

I am working with the PAPI Obstacle Clearence Surface tool. I thought all was good at the Surfaces looked correct, however with closer look I noticed a couple things.  First thing I notice was if I used the 3 degree slope the surface was indeed create at 3, however the surface should be drawn off of what that third Light Aiming angle (minus 1 degree) would be.   A simple adjustment was to place that Angle in instead of the PAPI Slope of 3.    My question then becomes what the Starting Point Elevation of the OCS should be...  In my example my Threshold is at 1014.6. My Papi's are 1482.53' from the Threshold with a Centerline Elevation of around 1007. My OCS Surface starts as it should 300 in front of that point, however the Runway Elevation at that point is 1009 ish but the Surface was drawn at 1015.6..  Trying to determine if that would be correct or not. Seems Odd that surface wouldn't tie into the Centerline. Any help/guidance would be of great help to understand how this tool is creating the surface.
