Simple question but could not find an answer in the documentations. Is the SL versions independent of the ArcGIS versions? That is can I use SL 3.2 with ArcGIS 10.1? Can I use SL3.1 with 10.2? 10.2.1?

Yes the versions are independent.
You can use any SL version with ArcGIS 9.3 and +.

Obviously for taking advantage of a new functionality,  you need at least the server and the associated SL versions that implement the new functionality.
