how to measure radius,area and circumference of a circle in meters where map coordinates are not decimal degrees

You can use MeasureAction. It measures distance, area and radius on the map. It has several properties if you look at http://help.arcgis.com/en/webapi/silverlight/apiref/ESRI.ArcGIS.Client.Behaviors~ESRI.ArcGIS.Client.....
