Map Data Not Yet Available

Hi,
How can I control the "Map Data Not Yet Available". When user zooms in to a particular location if data is not available the maps displays the "Map Data Not Yet Available". Is there a way to restrict that I can put a condition that user I can put in where the user cannot zoomin anymore after certain zoom value?
How can I determine the zoom value after which no map data is available, can it be done?
