Help please: Bing tilelayer does not display together with Esri layers

I have 3 layers to display in my map:
Bing tilelayer
Arcgis image service layer
Arcgis dynamic map service layer
These two esri layers line up perfectly with each other and can also display together.
However, once I add the Bing tilelayer to my map and rearrange these layers in different orders, either the Image layer will not display or both esri layers will not display or Bing with not display.
I tried changing the opacity of the Bing tilelayer to 0.5 and all three layers do display, but this is not what I want.

Is there any way I can get my two esri layers on top of Bing layer and display them altogether without changing the opacity of layers?

Are you saying that because the layer is not transparent, you can't see the layers below the top one? If that's the case I don't see how you would accomplish that. If it's not see-through, it's not see-through.
