ESRI Standard Map Template - Where?

In http://resources.esri.com/help/9.3/arcgisserver/apis/silverlight/help/index.html, it mentions the ESRI Standard Map Template.  However, there is no hyperlink for its source code.  Does anyone know how to get it?  Please share.  Thanks.

Create a new project in Visual Studio or Blend, and select the standard map template there in the Silverlight\ESRI category.
If you don't have this option, it's because you didn't have either Blend or the (free) Blend SDK installed when you installed the API.
