Ellipse

I just want to draw an ellipse according to center point, angle, inner radius(in meter) and outer radius.
and couln't find any method in ArcGIS Silverlight.
There is IEllipticArc in ArcObjects .I am looking for sth like tkis.

Is there any solution for this?
