Cannot Select From Domain in Attribute Editor

I have an editable feature layer. When I select a feature for updating its attributes, I can update all attributes except one tied to a domain. All the domain values show up in a combobox, but I cannot select any of them.

The following SDK sample seem to work: FeatureDataForm, it is tied to this service: San Francisco 311 Incidents, which has domain fields.

Could your editable feature service have this field as Editable false?

I check my field in the MXD and it is set to Read-Only= No which I assume means I can edit.  The problem only seems to be with fields that our tied to adomain and a polygon feature class.  I have a point feature class which edits fine and it has dropdowns tied to a domain.
