Can't zoom back to level 0 with mouse wheel.

I have SnapToLevels set to true. The map starts at full extent. I can zoom in using the mouse to all levels. When I try to zoom back out using the mouse wheel the zoom stops at level 1, I can't get back out to the full extent.

It is possible to zoom back out using the navigator or the zoom to extents button.

I tried setting MaxResolution to a very high number but no change. If I set SnapToLevels to false, I can zoom in and out without problems.

I appreciate any thoughts or help.

A little more on this.

I tried using an Esri world map and it does not do the same thing. Witht the Esri map I can zoom in and out to all 20 levels. I guess this is something with my map.

I have two base maps and I have tried using both of them individually. They heve the same cahed levels.

I am wondering if it may be something with the extents set in my map, I have tried extending those but without success.

I found a solution after much trial and error.

My cache layers were not multiples. that is to say that they were not in the form:

1:1000
1:2000
1:4000
1:8000

I chaned my cache levels to this format and the issue went away.
