http://blogs.esri.com/Dev/blogs/silverlightwpf/ discusses the features in the 2.1 release as including:
Support for disconnected scenarios where the API will generate, manage, and use a local cache of image tiles and features.
http://help.arcgis.com/en/webapi/silverlight/2.1/help/index.html is the help for the 2.1 beta which was released last week.  In the What's New section, the only comment that I can find which seems to relate to disconnected scenarios is:
WPF client-side cache

Silverlight application are able to take advantage of browser cache to store and access map tiles retrieved from tiled map services which enhances application performance. The Map control included with the WPF assemblies now creates a similar client-side cache for you to provide the same enhanced performance and user experience with tiled map services.
My question is whether or not there is additional functionality coming in order to support disconnected users?

What I need is a way for users to download/cache their features and map data so that they can work offline when they move out of coverage.

A full offline story like what you are requesting will not be available in 2.1

Any chance there may be a full offline story in future versions beyond 2.1 of the Silverlight/WPF API?   It would be a huge benefit for WPF clients, Silverlight OOB clients, and WP7 apps.

This is something we are investigating and thinking about, but I can't share any details at this time.

Thanks for the reply and that is good to hear you are at least investigating it.

Essentially a fork was put into the Windows Mobile OS this year with announcement of Windows Phone 7 early in the year which goes in one direction and in the other direction is Windows Embedded Handheld which was announced in June.  Microsoft has already said that the next version of Windows Embedded Handheld OS will support Silverlight and become available in the second half of 2011.  This Handheld OS will be the successor to the Windows Mobile being heavily used with rugged handheld devices that the ArcGIS Mobile SDK and ArcPad is strong in today.  Thus, I can't help but think the ArcGIS Silverlight/WPF API and ArcGIS Mobile SDK aren't going to begin to overlap in the future.  Seems like a good place to combine efforts to me.

This is something we are investigating and thinking about, but I can't share any details at this time.

If you interested in having this kind of offline functionality in the Silverlight/WPF API, you should post your vote for it at the following link:
