Popup Actions overlapping feature navigation arrows

Why do the popup action buttons overlap the feature navigation arrows?  This looks like a bug to me.  Why i try to navigate between the two popups in the sample below, it zooms to the feature instead.

    This is a bug in 4.11. It will be fixed in 4.12. Until then here is a workaround:
