I am pretty new to the Flex API game, but I was wondering if it is possible to use an image as a skin
for the header banner and widget containers, rather than solid colors or wireframe.

Does anybody happen to have a decent fix on how to accomplish this if it possible?

I am not interested in changing the size or functionality of anything, I just want to slap an image over the top rather than a solid color.

   Using Adobe Illustrator and Catalyst you can do this and that is exactly what Catalyst was designed for. You need to research these products.
