reading arcsde data

Hello

I have arcsde 9.3, but not arcgis server. Can I use arcgis web  mapping api either flex/javascript to read data from arcsde.

Yes you can. You can publish it to server or you can use any server side language like php to fetch data in xml or AMF and display in your application using any API..
