I am trying to overlay a tiled aerial photo layer over a tiled custom basemap. The basemap covers a large geographic area and the tiled aerial layer only covers a small portion of that basemap. Does anyone have a method to accomplish this? I always want to have the main basemap visible and be able to turn on and off the tiled aerial layer which covers only a small geographic portion of the main basemap.
