Since FeatureLayers resemble WFS, in that the client renders the layer. It should be possible (in theory) to serialize the FeatureLayer to a file on a mobile device. When offline we could then deserialize the layer and render. We are challenged to serialize/deserialize a FeatureLayer. Any advice would be welcome.
