Getting mouseover labels working....help please?

Hello everyone,

I am trying to get mouseover tips working in my flex viewer...example here:

Could someone explain how to best incorporate this code into the viewer? What widget does it go in, or somewhere else? Does ESRI have a page I am missing with instructions on how best to use their samples?
