ArcGIS 9.3. Database 'Write' functionality: What's the Quickest Way?

Hi,
I am working on a SFV based Parcel/Land management application. My project's requirement is now to enable some Admins to be able to make 'Comments' related to individual Parcels. In addition, the Admins can also upload some PDFs related to individual Parcels. The server is ASP .NET capable.

What should be the quickest route to achieve that? I am thinking that as an Admin is looking at a Parcel's data they can click on a 'Comments' button which take them to a ASP .NET webpage with the ParcelID in the query string and do the change there? Similarly, clicking on a 'PDF' upload button will take to a page where they can upload/add/delete PDFs related to that parcel.

Has anyone done something like that? The database is Oracle. What do I need to make this work.

Please help! I was not expecting to be asked to do this at this phase of the project but now I am being asked to.
