Wireframe Modeling

I have done a lot of reading in this topic but I am wondering from other people their experiences with it.

Has anyone taken a line shapefile (i.e. Sewer System) and created a 3D wire-frame model in ether ArcMap or ArcScene that can show the size diameter of the pipe as well as the length?

I would like to create a wire-frame model but I am not sure on how feasible this endeavor is.

the only reference to wireframe in the whole of the help topic is to use as outlines for raster footprints.   I suspect you want cad or some 3D drawing program or even MatPlotLib to do what you want with any ease.  I have seen 3D polyline features—Help | ArcGIS for Desktop  or About displaying features in 3D—Help | ArcGIS for Desktop

but not those see through wireframes that you are looking for
