I wonder if there is a way to publish the 3D layers using ArcGIS server 10.3.1, in order to use the service in a web application .
Any suggestion may help .

Thank you for your suggestions, I've tried Arcgis Pro with web scene and got the issue posted here Map Scene fails to extrude the layer according a field value !!!!
and saving the file in .3ws format and then added to the arcgis online, after that only you can view it unsing cityengine viewer!!

Hosted scene services are currently only supported on Portal for ArcGIS 10.3.1 with data store. Support for these scene services in AGOL is planned for next year.
