Lidar Data Conversion Question

I've been given a whole bunch of Lidar data that is in shapefile format, so it has attributes of height and intensity. Unfortunately I don't have the raw LAS files and it seems there is no way in ArcGIS software to convert the shapefiles to LAS files? Does anyone know if any other software or tools that can convert the point shapefiles to LAS format?

Also, what can we do with this data without the 3D Analyst extension and just the ArcGIS Desktop Standard license? We are wanting to work out the building volumes from the Lidar data.

If you have the points, with the heights and the intensity, the logical next step might be to create a Terrain and then work through the volumetric analysis with any of the the volume tools in ArcMap.  However, you will need 3d Analyst to create the Terrain and to utilize all of the 3d tools necessary. There are tools in the LASTools that will convert the shapefile back to an LAS, but without 3d Analyst to convert to an LAS Dataset, you are still without the ability to use the data in ArcMap to conduct the volumetric analysis.
