how to enable 3D functionalities also working in free desktop ArcGIS Explorer?

With desktop ArcMap and ArcScene, 3D analysis tools like �??Surface Volume�?? (http://resources.arcgis.com/en/help/main/10.2/index.html#//00q900000027000000)
And some �??Interactive Analysis in 3D�?? (http://resources.arcgis.com/en/help/main/10.2/index.html#//00q8000000v1000000) can work well, somehow.

With more and more 3D data available, those 3D analysis functions should urgently be enabled to also work in free ArcGIS Explorer (and web app).

In other word, any advice on re-publishing above 3D analysis tools via ArcGIS server, so that those 3D functions can work in remote ArcGIS Explorer?
