buidling a digital warehouse in 3D

Hi There,

I am looking for the best (both simplest and most versatile) programme to create a digital version in 3D of the warehouse of the company I work for (The European distribution centre of a large Car manufacturer).
We have around 150000 locations in this warehouse, several stories high, divided in 6 halls and 25 areas.

Now what I want to accomplish is the following;
As mentioned a digital version of the warehouse, in which data (mainly densities) can be viewed and analyzed on each scale (location, isle, area, hall, overall).
I would like to be able to view a 3d model of each scale with a "pop up" of the selected data, being able to zoom in or out on scale level
and colorcode the date per location (and other levels) (set targets and see by color if the target is met or not and how far it is off).

I am familiair with ArcGIS but have not used the 3D possibilities yet.
Would ArcGIS 3D be suitable for my needs or is there another application that fits better (within Esri or other developers)?

I have another question open in another subforum about animation examples of what I would like to create, if anyone would know of a suitable example please share this with me
