You know, it would be nice to have the ability to add data in 3D to a Basemap layer, and get the display capabilities that we see with ArcMap.  Perhaps All Layers except Terrains.

I think this is an enhancement that just makes sense.  I have taken my data from 850,000 parcels down to 157,000 parcels, and the speed is still slow for Scene.  If Basemaps were supported, this would greatly enhance the display performance WITHOUT A DOUBT.

Hi Ted,

Have you submitted this enhancement request to Support yet?  I am not sure it is feasible to create a 3D basemap, however if you could elaborate more on this I would appreciate it.  I have been out awhile and so not sure if you logged this request with us in Support.  If not, please submit this enhancement request so we can look into this.

Hey Ted,

Me again.  Yes, it's a good idea, but unfortunately the underlying rendering engine for ArcScene cannot handle many kinds of layers (eg: Terrains, Map Services, etc), and the new basemap layers also falls into this category. We promise to build a better, Scene-like 3D rendering viewer in the future.  But (sadly) not for 9.4.

Alright, I think I like the sound of that, SCENE-like 3D Rendering Viewer, at this point, for things like this, I would totally not expect anything I say or ask for for this level of capability to make it into 9.4, except maybe py stuff.;)
