3D Web Scene Foreground clipping

I published a Web Scene for some Drone2Map content and the "Image Centers" are being truncated in the foreground in the Portal Web Scene (blue circles below).

This is obviously not desired, as the expected workflow would be to zoom in on an image center in the foreground and then expand the popup for a photo at that location.

This is not happening in Pro and I cannot see any obvious setting to change this. 

Both Flight Lines and Image Centers are set to render with real world units, note that Flight Lines is not being truncated. 

Thoughts?
