3D Analyst toolbox does not appear in ArcToolbox when extension enabled (9.3.1)

Neither 3D Analyst nor Spatial Analyst toolboxes show up in ArcToolbox even though the extensions are enabled.  I can add the respective tool-BARS & they function but of course they do not contain all of the tools available in the toolBOXES.

The only way I can get the toolboxes to appear is to start ArcMap or ArcScene with an existing document that has already had a 3D Analyst or Spatial Analyst tool run on one or more of their layers.  When I start the programs with a new blank document the extension toolboxes don't show up no matter what layers I add even though the extentions are definitely enabled.

I am running a 9.3.1 ArcEditor license and noticed this problem as soon as I installed it a few months ago.  Unfortunately it's an educational license which does not come with support; I contacted ESRI support anyway & they only help they (reluctantly) offered was "just use the toolbar".  #!@#$@$!##!!!!

I ran into a similar problem in 9.3.1.  The fix that worked for me was to manually add the toolbox.

First, check your toolbox folder to see if the 3D Analyst Tools.tbx and Spatial Analyst Tools.tbx files exist.  On my computer the toolbox files reside in C:\Program Files\ArcGIS\ArcToolbox\Toolboxes\.  If the files are missing, you may need to get them from the install discs.  I don't remember if it is true for 9.3.1, but some versions of ArcGIS required Arc Workstation to be installed for all toolboxes to be available.  I recall this was true for the Coverage toolbox to work.

If these .tbx files are on your hard drive, add them to the Toolbox.  Enable Toolbox and right-click on the "ArcToolbox" icon at the top of the toolbox pane.  Select "Add Toolbox", navigate to the Toolbox folder and select the desired toolbox to add.

I hope this is a fix for your problem.

Thank u very much, i was confused i searched about 2 days with no solution till i found ur replay, i had the "*.tbx" but i didn't think that way to add them, thank you u helped me much.

This is a problem in arcMap 10 as well.  The fix described will work for it as well.
