Allow Viewers with "View and Export Data" the ability to Export Survey

I have users in the group added to be able to View Survey results, with the ability to "View and Export Data". Only they get the error "You do not have permission to perform this action. Required privilege: create content."

Checking the Sharing settings, they have the correct permissions in the survey to export, "View and export data". Only that is not true, it appears they also have to be a Creator.

Unless I am missing something they are not creating anything in AGO/Portal just downloading the data.

Perhaps an asterisk should be added that Creator is required to download content locally.
Or remove the Creator requirement and anyone with permission to View and export data, could do so.

I found this useful chart, only we would rather not have to bump a user looking to export data from a survey to a Creator. Are creator licenses are limited.

I run into this issue today, i wasn't aware of it as I view and export data using my Creator account, the one that I create the surveys.
But this is still frustrating as others have pointed out even informing the user that a Creator type is needed to download the data.
As Doug noted it seems to be an issue of AGOL on read/write permissions while trying to export the data. But again, when exporting through Survey123 data portal, the file is downloaded directly to the user computer. I am not sure if the conflict comes when trying to create the zip file, although KML/CSV export are not getting compressed during download.
To further test this assumption i did this:
1. On our old workstation with an ArcMap 10.8.1 perpetual license I created a new blank map.
2. From the File Menu, I signed in with the credentials of the Mobile Worker. Since it is a perpetual license, the use of the software is not bound to the Creator account.
3. I navigated to My group files and loaded the results feature class of my Survey
4. And then I was able to export all the data from AGOL in a new geodatabase.
So the issue seems to be the AGOL. ESRI should really reconsider this policy. At least Mobile worker type users should be allowed to export data.

Hello everyone,

The Export button on the Data tab of the Survey123 website is the same as the Export button on a feature layer’s item details page: both call the export item operation in the REST API and require a Creator user type (or higher) to create the exported item in your account. For simplicity, the Survey123 website deletes the exported item in your account after the browser’s download dialog appears.

As noted in this Survey123 help topic, a tooltip has been added to the Share results tab to explain that a Creator user type is required to export.

My dashboard is for internal users and not shared publicly and they periodically need the data and are only viewers in the organization.

@jeffhyderBRVA For Excel take a look at ArcGIS for Excel. You can connect to the service directly live time. No need to download anymore. My guess is no special license needed either. Can add maps and even edit with domains in Excel.

Thanks to Jessica White at ESRI she gave me an idea on how to allow my users without being Creators on how to download the Excel data.

First go into your feature layer (hosted) that you wish to share into the settings and make sure to check allow users to "Export Data"

Second add a table element of the feature layer into your dashboard.

Third go into the settings and general tab of that element and make sure to click on "Source data download"

Fourth save your changes.

Now when you open your newly saved dashboard in that element that you chose to add a table to. Now, there is an arrow pointing down that your users can click on and download your Excel data.

I am really frustrated with this as well. It is very misleading of even having the option to share the results but fail to mention that a Creator type is required. Also, it is a mighty big jump and costs from $125 a year to $700 a year to give my members in my organization this feature. I understand that the Creator use type comes with many other benefits but most viewers do not need or want the added benefits. They just wanted the ability to export the results from the survey I had created for them. It is as well extremely difficult to get the buy in from the departments when I sell them on purchasing 5 Viewer licenses at a cost of $625 but oh if you want to export the data it will be a total of $3,500.

This has been an issue forever, and really is silly that a user is required to have Creator>Publisher to be to Export survey results. This is a very limiting factor for our organization and as a result people are actively investigating other options for field survey collection.

Great idea, @RyanBohan, you outlined perfectly the issue.

I would like to see this functionality in place so that we do not have to use up Creator roles for users who only conduct field work. I'm surprised there has been no input from Esri on this issue, other than the notes from the post in 2019.

A workaround is to bring survey results into PowerBI and give users access to the PowerBI report. We try to avoid the Survey123 web data interface as much as possible.

It came about, from setting up a survey for a department, and got a list of five viewers that wanted access to the results. And I told them the Survey share was configured so they could all now view and export the data.

As they are not creators, when they tried to export, they could not. Which means we had to rethink how they would be able to export the data and share within the group.

I agree that if the data is shared with you in a group, any group member regardless of user type, should be able to download the data to use locally. This should NEVER require a Creator-level account.

Thank you for the thoughts. As far as I can tell when you export from the Survey123 Website using the Export dropdown. It does not create a layer/table on AGO/Portal.

I fully get what you mean if you're using the Export Data directly on a feature layer, however the Survey123 Website, seems to handle things a little differently.

Export changes to Exporting...

Next a file shows up locally in your machines default download folder. (no need to specify a path/name, it just shows up)

While ideally, I would like anyone classified as a viewer to a survey to be able to View and Export data. As the radial button implies, if that is not possible, adding a note that exporting requires Creator User type, would be super helpful.

This happens to me a lot when using the Export button in AGOL on a layer. The issue is the way AGOL does it. When you export it creates an item, then you download that item. That is why it has to be a creator. I think I have seen this posted in AGOL board a few times but cant find it.

That means this is a AGOL issue not a 123 issue and I am not sure they can do anything about it.

I think you would have to get AGOL to change its rules so you can try posting there.
