Thanks for your help Kory and Andres. I'm slowly working my way through this problem between my work computer and my home computer. It's definitely my work computer that has the issues. For one, we use Zscaler and the first package (.bz2) is being blocked as unscannable. I think we will have to add exceptions for those. Also, we're having SSL errors, probably because of our root certificates.

For anyone experiencing this problem, for me it has to do with a similar problem with pip where your enterprise SSL connection is not trusted by the package manager endpoints... the solution for me was to use the -k flag for insecure connection:

conda create -k --clone arcgispro-py3 --name arcgispro-py3-clone

First, I had my company cyber team whitelist the recommended Esri and Conda urls to be allowed on the proxy:

Then, I resolved by adding the http_proxy and https_proxy system environment variables:

By default, proxy settings are pulled from the HTTP_PROXY and HTTPS_PROXY environment variables or the system.

set them to http: http://proxy_server:port and https: https://proxy_server:port, respectively

After installing the Esri package, I removed those environment variables, since they were conflicting with access to other urls.

Alternatively, within anaconda itself, set these configurations:
conda config --set proxy_servers.http http://proxy_server:port
conda config --set proxy_servers.https https://proxy_server:port

I've also noticed in the past:

From one source aws server ip:

https://services.arcgisonline.com/ArcGIS/rest/services/World_Topo_Map/MapServer
is accessible using manual proxy server only.

yet,
https://internaldomain.example.com:port/webUrl
only available using the .pac setup script

In order for the .example.com addresses to work, I had to add *.example.com to the list of exceptions for the manual proxy server.

This is weird because in another equivalent server ( which has the same proxy/lan configurations----except the *.example.com exception) can reach both sites using the .pac setup script.
Other aws servers even only require the .pac setup script only!

In our case, the problem was a network firewall. I resolved it by going off-network and using WiFi.

Technical Support would be a good option here. I did a quick search in their case database and it appears that while this error has been reported before, it sounds like it may have been network related (we were not able to reproduce such an error in-house).

Here is an explanation I found.

These are difficult to track down because they’re a) usually pretty transient and b) communicating between two environments we don’t control (the users and the Anaconda.org service). Anaconda.org is hosted on S3, and typically has decent reliability. There are a few potential causes, but I can’t point to one thing being the single cause. I think it’d be helpful working with a customer who has a persistent error and can reproduce it in that environment, and working backward from there. There are multiple possible failure points:

They just really may not be able to access the host. Note that the hostname will be translated prior to execution, and conda.anaconda.org is just a cname for the real host being used. You can get all the gory details of what the transaction is actually doing by running `wget --debug <path-to-file>`. You should see fiddler traffic to one of these resolved hosts (look for “binstar” in the bucket name). To isolate host access, you could see if in one of these environments, the customer can get the file e.g. through the browser on the affected machine. If it downloads fine there, then you know its something specific to the conda stack.
For various reasons, SSL validation may have failed on the host. This could be related to the root certificates allowed on the host, or a number of other things. One simple way to check is to have them run this command as administrator: conda config --set ssl_verify no

If that removes the issue, then the SSL verification is failing on their machine.

I don’t think the MSI configuration is relevant. Conda works by a) downloading the archive (failing here) b) extracting the archive to <conda root>\pkgs\<package name>, then copying those files into the active environment. None of those steps requires interacting with the MSI machinery

I tried this also but it has same issue while trying to install pkg

I was also facing the same issue while doing it from Pro. Instead i completed this cloning by manually copy-past of arcgispro-py3 environment folder to clone folder path and then activated that cloned environment to install further modules. If there is some other technique, please let me know as this is just a solution work around. I don't think this is the right way to do it but it worked.

If conda and the package manager are having issues... wait for Kory to respond to see if it was update related.

Also ArcGIS Pro 2.5 is about to roll out. Beta 2.5 ended on Friday, soooo, it may be that background work is affecting access to the 2.4 package set for now.

Besides... you should really wait for 2.5 (it is sweet! )

I found that article a little hard to follow. My default user is not an administrator on the machine, but I can run processes as an admin if required. I tried to clone the env on the command line like this:

But the errors are clearly the same.

It creates the following folder structure:

C:\Users\mgg\AppData\Local\ESRI\conda\envs\marc

etc

jupyter

nbconfig

Lib

site-packages

Scripts

etc etc

and a few files are populated.

I had the same problem today. Trying to clone the default conda environment from within ArcGIS Pro 2.4.1.

When I copy the URL that is giving the issue (https://conda.anaconda.org/esri/win-64/arcgispro-2.4-0.tar.bz2 ) and paste it into chrome the file downloads fine.
