ArcGIS Field Maps: Offline Areas Failed to Download - 'Feature tiling disabled'

Hello everyone,

I am just wondering if anyone else has been having this issue. I can set up an offline area in the Field Maps online web application, then when I try to download that offline area on Field Maps Mobile (tested on two android devices) I receive the "Offline Areas Failed to Download" Error and the log tells me that feature tiling is disabled. Now this is frustrating. However, when I create on offline area in the Field Maps Mobile App, the map is created an downloads just fine.

I assume this is an ESRI bug but I want to air it out on the forum first to see if anyone else is replicating this issue elsewhere.

I have also been seeing this issue over the past 6 months or so and haven't identified the cause or a solution. We reverted to using the app for offline area creation, as you mentioned.

We have noticed this ever since the last ESRI update to ArcGIS Online. It has literally wiped out 2/3 of our web maps and the ability to take them offline.

I ran into this issue and was able to "fix" it by turning sync off, then back on for ALL layers included in the web map, make sure any tile packages included in the map or basemaps have Offline Mode enabled:

"Offline Mode

Allow this layer to be downloaded and used in an offline map."

Unregistered all the Replicas created for ALL feature services in the map,

and, for some reason, I had to select the "use in Collector" and the "use in Field Maps" for it to start working again.

Not sure what (if any) of these things resolved the issue, but, it is working again now.

I just want to add to the collective experience, I too have been getting the "Offline Areas Failed to Download" Error and it began after I added a layer to the web map which was a point layer with photo attachments. If I set the Offline Map Area to be the extent of that data it apparently "packages" it up but errors when I try to download it. I discovered I had to create a series of smaller overlapping Map Areas for it to work. A bit pants really as if I exclude that layer I can have the full extent of the datasets.

It would be good if anyone from ESRI could confirm if there was some sort of limit to the number of features with attachments or best practise with attachments. In my case I want as a read only reference layer a point layer which may have several hundred points each with a single photo attached. Is that asking too much of field maps?

I use the offline setting to get features only. This way, any attachments are sent TO AGOL on sync, but the attachments/photos don't get packaged into the offline area.

Rarely do I need to see the actual attachments in Field Maps once I've synced.

So I decided to downgrade the image size of my attachments because when you click on a dot to see its attachment (in field maps) it does not appear to be a zoomable image. So I decided to resize the images to 800x600 pixels which significantly reduces the file size. This allowed the download to complete without error and I get to keep the whole dataset, no need to break it up into several "Map Areas".

I'm having the same issues described in this thread and have really been banging my head over what the issue could be... Everything was working fine then all of a sudden, our field staff are getting these download failures which I'm able to replicate. Map areas of a smaller size work fine but larger areas fail to download in Field Maps (both within the app and in the online map area creation).

I currently have a support ticket open with ESRI about this and she casually mentioned that attachments have been an issue for folks lately, but it does not appear to be a main focus of our troubleshooting so far (I do have layers with attachments). I am currently tasked with republishing all of the map layers and recreating the maps- glad (?) to know others are having this issue too and it's not just me!

Have you been adding a lot of data, especially with attachments?

The more data you have, the larger the offline area will get, especially if you are downloading attachments with the offline area as well. Might have enough data/attachments in there now that the same sized area is too large.

Hello - I am also having this same issue. This is my first ever field maps that I've created, and first collection I've ever managed, so I'm figuring this all out from scratch. Our field crews are attaching upwards of 20 photos per point. They asked if they could take the maps offline, and I want to tell them yes but I've been testing and having these same issues mentioned above.

They are adding points along a line that runs a few hundred feet, so decreasing download map size doesn't seem tangible. I attempted various suggestions from above, none are working for me. Just for troubleshooting purposes, I played around and downloaded down the size of a neighborhood parcel and that failed.

I figure it's been 2 months since the last comment on this post. Does anyone have any updates or suggestions? Again, brand new, any and all advice/suggestions are welcome.

I am bringing up this post. We have the same (very ennoying) issue with offline areas here. I create them on the web app and impossible to download them on the phone. Their size is 206Mo though, which is ridiculously small for a basemap... We are working in remote areas in Africa, this functionality is essential and I don't fully understand why this problem is still ongoing since more than 6 months now. We were willing to develop the use of ESRI app inside the company, but we are more and more thinking about finding other solutions.

It happens all the time in some maps. All layers are sync enabled and it still won't download. Even on FMA Beta it won't work. ESRI please, we need a solution to this.

Certain layers when shared from ArcGIS Pro as Web Layers will prevent Offline Areas from downloading. It is a pain but export any layers you want as hosted feature services in the map to shapefiles, zip them, then import these zipped shapefiles into your ArcGIS Online folder, choosing the add and create feature service option. I underwent fairly extensive testing with an ESRI analyst on this, and while they weren't sure what the issue was, this workaround did work, and I was able to take maps offline that I previously wasn't able to. Note when when maps failed and this workaround helped, I was just getting a generic "Download failed" error message in Field Maps. Hope this helps some of you.

Thanks for the workaround, and I have done this as well to fix other mysterious bugs in publishing feature layers. I just want to add that people should be aware of the limitations of shapefiles so that you're not caught off guard. The main ones I think that would apply in this situation are the 10-character field name limit and the inability to make relationship classes, domains, and subtypes. I can't remember now, but there were a few other pesky issues that manifested when I tried this method. I agree with Joabel that this is a major limtiation and needs to be fixed.

Unfortunately it won't work for me as my layer is shared (sync/update) with hundreds of people in the field. If I do that all the versions and collected data will be lost

What version of ArcGIS Pro are you using? I begrudgingly updated to 2.9.4 and it did resolve the issue of sharing web layers then not being able to take web maps offline with those layers in them.

I'm having so much trouble with Field Maps that I'm about to tell my people that we won't be able to collect spatial data this year. I've sideloaded a tile package, so I don't need the webmap basemap for my offline map package. When I try to create an offline map package I get an error message saying that the area is too big. I live and work in Alaska, and it's a HUGE area. I need the whole state to be available in ONE offline map package for my work. We didn't need offline map areas in Collector Classic, I don't see the benefit of them at all. Seems to me that ESRI always tries to "improve" their products by removing functionality.

Any answers from ESRI?

I found that if you have changed anything in the a specifc layer or the Webmap, and you are trying to redownload the offline map to reflect these changes you need to repackage and update the layers.

On ArcGIS online, go to the webmap, in setting choose Manage offline areas, and on eahc map you have created, you will need to refresh the layer you edited. I typically will refresh all of them.

Then on Field Maps, log out, log back in and try to re-download.

This worked for me. Good luck!

I am also experiencing this issue. The strange thing is it seems to be device specific. I was able to download the offline map area delineated in AGOL on an iPad and Android device running a newer os (Android 13 I believe) but not on an older device running Android 10. Has anyone else experience a device compatibility type issue like this or found a more consistent solution in general? I have tried all the listed work -arounds and am still unable to download offline areas delineated in AGOL on older android devices. Thanks!

We are experiencing a similar problem. We have a web map that we have been using for offline data collection. Downloading offline areas was working just fine. Last week we started to see downloads fail. I have the web map set to not download attachments and the base map is a 16MB vector tile layer so size should not be an issue. The size of offline areas is under 300MB when they were downloading successfully. After a good deal of repetitive trouble shooting we found that this problem is only associated with one of our hosted feature services. Remove it from the web map and everything downloads just fine. We have not made any changes to the hosted feature layer so it is unclear why we are experiencing download failures now.

I recently encountered this issue while testing the app capabilities from scratch on a Trimble we are receiving. After a few days I figured out the issue/workaround in order to download offline maps for field collection. First of all I uploaded my GDB but it contained multiple feature classes with domains. What you need to do is export every feature class into it's own zipped GDB, upload to ArcGIS Online, then publish them all. Then I created a webmap with those layers and I defined the area to download. Make sure your offline settings are correct and you have a prepackaged area defined in the webmap offline settings (Manage Areas). After this I went to Field Maps designer and added my domain fields for each feature. Now here is the tricky part. If you have empty feature classes or say you had some features within that feature class to begin with and it shows up on your map on the app, even if you try to download an offline area you will get the error. The trick is to drop a point, populate your fields on your device, save, submit. You may not need to do this but it did happen to me once, I had to log out from the app, log back in, go to the map with the offline areas and THEN it let me download an offline map. You need at least 1 collected feature that you can sync online to be able to do this. So basically if you are connected to wifi or cell signal collect one feature while connected and then you can download offline maps. But, if you attempt to add a GDB with multiple features, publish, and add it to this map you will not be able to download offline maps. The features have to be uploaded and added to a webmap individually for this to work.

Thanks for identifying a good work around. Unfortunately it won't work for our situation. When I use the export function from the AGOL web UI the process doesn't work. I end up with an empty zip file. This hosted feature layer fails to export to a shapefile or geopackage formats as well. I can export the data to a local FGDB in ArcPro. The local feature class looks fine and all of the attachments are still there. Unfortunately there is a problem when this local feature class is published as a hosted feature layer. The hosted feature layer will publish but there isn't any visible data (no records in the table, no polygons visible in map viewer). I can create new tabular records but the geometry disappears as soon as I create a feature using the map viewer.

Try doing it in Arc Pro. Setup the feature class and domains there, then zip it, then upload it and publish it on Arc Online.

Just daily...impossible to use lately. It says layer errors but nothing readable is shown and I have to waste half a day of work to rebuild the webmap every time!!!!!! Anyone with a permanent solution?

Field Maps generates a log that can be viewed and exported. From the main page click on your profile and then scroll down to "Troubleshooting". It will probably be helpful to clear the log before trying to download the offline map so you don't have so much to look through. Tech support will probably ask for this when you file a help ticket.

I commented on this about a year ago and I've never found a solution to downloading in Field Maps. I have not been able to find the correlation for why it works sometimes but not others. I spoke with Esri tech support about it a few weeks ago. He was able to rule out for me (for my specific situation) that internet was not the issue, photo syncing was not the issue. He suspected (in my situation) that my database was corrupted. The tough part is that we really don't have the time to be running through all the troubleshooting options while the crews can also work from the online map. Other suggestions provided: check for field maps update in app store, sign out/sign back in, verify internet connection for download/sync (the typical troubleshooting). My crewman ended up working on the live map. (I basically told tech never mind, since I don't have access to the tablet, I don't have direct contact with the sub contractor collecting, and the project has since completed)

He forwarded me this documentation. Based on my conversation with the Esri rep, creating the work areas ahead of time in Field Maps is the best practice for creating offline maps ahead of time. I have yet to try this.

In Field Maps, I looked under Profile > Troubleshooting > View log which showed an error about not supporting duplicate feature layers. I went into the web map, removed the duplicate feature layer, then the offline area downloaded properly.

@KWilliams thanks for the update. I have also tried using pre-defined offline areas and they also often fail. The best approach we've found for reliable offline use is to use ArcGIS Pro to create a mobile map package, then send it to all the users with instructions to side-load. The caveat to this approach is that you need to find imagery for your field areas first as you can't use ESRI basemap imagery.

So I went on vacation and came back last week and I tried publishing a webmap via Arc Pro instead of uploading the feature classes in GDB's separately to ArcGIS Online to turn into feature layers. Basically I separated all my feature classes into individual GDB's locally on my hard drive but when I had them added to my Arc Pro .aprx and I published as a webmap it uploaded all those separate feature in separate file geodatabases as a single Feature Layer on ArcGIS Online like they were all housed inside one File Geodatabase. The result was that everything worked when I tried to download locally via Field Maps.

Basically this is the #1 solution I have found to this issue.

It's now nearly 2 years since your original post and creating an offline map area is still just as problematic as it was then. ESRI's put like zero energy into this annoying problem. Still no error messages, you set up the offline map area and press 'Create Offline area", and the program just sits there stupidly until you finally give up and close the program.

This is the solution that worked for me, thank you! Refresh (also called Update) the offline area in Field Maps Designer's Offline -> Manage Areas AND logout/login on the device.

I was able to get the solution from ESRI Tech Supp.
From ArcGIS online > Settings > Feature Layer (hosted) > and check the box for Export Data.

After doing so, restart mobile app and should be fine.
