I can not find a help document for this error. This is from a survey on the web and it does not have an error if I open it while signed in to AGOL. But, when anyone else opens it they can not submit a survey. It is a public survey.

The form is shared publicly. When I submit a Complaints Form survey it is added to the Complaints Form feature layer. So, the feature service exists, but it's not shared publicly. How is it not accessible, as the error suggests?

Hi Jared,

When we create a survey using the Survey123 web form designer it creates a folder and content in ArcGIS Online:

The survey form item (used to load the questions)
A Hosted Feature Layer (used to store the submitted responses; will remain private)
Stakeholder and Fieldworker Hosted Feature Layer Views (provide limited access to the data for submitting or viewing survey data).

Survey123 leverages this content. It's important that we don't modify it - such as deleting, renaming, or as Keiren suggested changing the editing settings - as this could break the ability of the Survey123 platform to function. We can do some modifications with care. e.g. create new Hosted Feature Layer Views.

To share access to users we should do so through the Survey123 website:

Which then goes and updates the item sharing in ArcGIS Online:

You'll see the form and fieldworker views are shared publicly, giving access to the questions and ability to submit data.

Your content doesn't appear to match what I would expect to be created from the Survey123 web designer. Have we deleted or renamed content in this folder? Have we been sharing from ArcGIS Online? If so I'd recommend sharing access through the collaborate tab on the Survey123 website.

Have you looked at your permissions or the permission settings for the hosted layer?

Do you have a picture of the Portal items?

Sorry, forgot to mention I created the survey with Survey 123 Connect. And the form is meant for web format only.

I did happen to forget to share publicly on the Collaborate page of the survey. But, after setting that to public I still get the error. I don't want this hosted feature layer to be public, and I have view for it. I swear I've had no problems doing this workflow before.

No clue what happened there. I accessed the Survey123 website through the link in the Survey123 Connect app and under Collaborate it was set to organization still. So, I set it to public and now the error is gone. Funny, I already had it set to public, as I said. I access the Survey123 website from a bookmark on my toolbar in FireFox, so maybe it was a browser/cookies issue.

Thanks Jared. I believe Survey123 Connect will move towards creating similar items, but the nature of the issue remains - users need access to the feature service to edit features, and access to this service is best managed through the Survey123 website.
I haven't seen caching issues as such before. Please let us know if it continues to occur for other surveys.

Hi Jared,

I haven't come across this behaviour before. There are some known issues around saving sharing if you've republished a survey with a lot of additional media files, but I understand this should prevent you from saving.

Is there any chance that an admin is changing sharing settings for external content?

Does this happen for other surveys?

Do you have a lot of media?

I'd recommend lodging a support ticket if you have not already as this appears to be a bit unusual.
@Anonymous User any ideas on what would later toggle the Survey123 collaboration sharing settings?

@Anonymous User I agree with your comments, it sounds as if someone else or an administrator has changed some of the sharing settings or permissions of the underlying feature service, form item or related views. If those changes are made in the AGO UI or another Esri app, it will cause the checkboxes in the Survey123 website to be differnet the next time the site is refreshed, as it reads them from the source items.

Not sure about your first question because I have an administrative role in AGOL. For that matter, it could have been me. As Phillip was saying, I was actually changing the sharing settings in the hosted feature layer when I was trying to correct the error. So, maybe it was me who reset the check boxes? Thanks for making me aware.

Yes,

Appears to be public. I changed the name of my feature service layers, and I don't know how to change it back to the original. I do want to change the name, as the previous ones weren't correct.

I was able to go back, re-name layers to originals from my sheet, then republished, which worked.

But, there has to be some way of re-naming these fields with _values_ so that they appear nicer in field maps, and other uses in AGOL with-out breaking the link to the surveys?

Also, I'm using a bunch of repeats turned into separate feature classes with this survey, so re-creating from the feature class would be a nightmare.

Is there a way to relink to the survey?

No, but I will for the next steps. I may have to go with single names for the repeats that have been turned into feature services with Geopoints. While experimenting, I went with the SurveyName_RepeatType, and then wanted to take out the _, but of course, that breaks the link to the survey.

I'm having a similar issue with a survey in my organization. When I open the survey, I get a message saying, "The survey has changes that have not been published yet. Users can see these changes only after you publish the survey in Design page." When I go to the design page and try to publish, I get an error message that reads, "Unable to publish the survey. -1: missing itemID/folderID/params args.

I am able to see that a feature layer exists for this survey but for some reason it is no longer connected to the survey form.

Can someone shed some light on this and let me know what I can do to get this back up and running?

sounds like you created this survey on the web, not desktop Connect?

if you published from s123 web, the error you're getting sounds like you might have moved or changed the name of the folder over on AGO/Portal Contents page, so s123 doesn't know where to go.

if you published from Connect- that error sounds like the folder on your Cdrive was moved/changed or the sources item was changed and you need to update the itemID from AGO/Portal.

making the survey inaccessible to users. The survey was accessible when I created it. I do not understand the solutions presented here. No changes have been made to underlying file permissions, as was suggested in the file below. This means that no one who has been sent the link can access the survey.

Philip,

Try going to the Survey123 webpage under Collaborate and check the box for Who can submit to this survey? Sometimes that box gets reset when you make changes to survey.

Sorry to reopen this but I am getting the same error regardless of what kind of survey I create. I have tried different questions and still i get the "Unable to share item" fail notice when I try and share publicly with everyone (i.e. through Survey123).

Any updated info in this regard would be much appreciated.

That looks like a different error than the one I created the post about. Can you provide a screenshot of the error including where you are seeing it?

I was able to fix the error for my survey by updating the sharing setting also for the map image layer of the feature service. Obviously this is only applicable for referenced feature layers in Enterprise but maybe it helps someone.
