Hi, Do you mean the ability to export data of a feature layer? If so, please confirm that the Export Data "Allow others to export to different formats" is checked under your feature layer map "Settings" tab. Here is more information on Exporting Data from hosted feature layers.  Also please look at Organization settings under Manage Roles/Features and confirm that Edit and Edit with full control are enabled. Linking to a local folder in ArcGIS Online would have to begin with http:// or https://, so your local file would need to placed somewhere that has an Internet Information Services (IIS) installed. This can be configured on your local machine, however you most likely will want it to remain active all the time so having a web server would be recommended. Does that answer your question?  Thanks. ... For Chrome on Mac, try using the "Command ⌘" key instead of "Control" key to snap, that seems to work for me as well. ... View more
