Chad, You're gonna need to provide some system information. What version of ArcMap is installed? Are you running Windows 7, 8, 10...? Have you tried saving a different mxd? If your data is in a gdb try loading a shapefile and saving. Or try saving to a different location. I encountered this same error when publishing a feature service by sharing from ArcMap. I was able to publish the map service without feature access just fine. I discovered that I could enable feature access, to include all operations, if I logged into our ArcGIS Server Manager web interface. There, I could edit the map service and then save & restart it successfully. Jay

Richard, You can configure your Parcel layers Pop-up to include a hyperlink to your Appraisal District's site. In the Configure Pop-up window choose A custom attribute display in the display drop-down menu under Pop-up Contents. Then click on Configure. In the Custom Attribute Display Editor select the Create Link button and fill in your Link Properties.
