@JoeBorgione Thought I'd give you an update on the status of this. I created a workaround for this bug by using a python script. The script uses the pyautogui and keyboard modules. When the script runs, it causes your mouse to left-click an infinite amount of times wherever the cursor is currently placed and it will stop when you press ‘q’. Product Version: ArcGIS Pro 2.4.3 (Advanced, Concurrent Use license). Workflow: First, I convert an Excel Worksheet into a File Geodatabase Table to import the table into a map in a Pro project. I then right click the table in Contents > Geocode Table. I go to 'Go to Tool' in the Geocode Table pane to access the Geocode Table pane. From there, I use a Composite locator, which uses a General - Single Field locator. Both are saved locally. The Input Address Fields and Locator Field parameters to Multiple Field and Data Field, respectively. The 'Add output to map after completion' option is enabled/checked on. I assign fields to the Street or Intersection, City or Placename, and ZIP Code parameters. The output point feature class is saved in my project's Default.gdb.

@ShanaBritt Product Version: ArcGIS Pro 2.4.3 (Advanced, Concurrent Use license). Yes, I am reviewing a selection of the results, which are the most recent (the most recent Date field values). I have to retain all the records in the layer, so I do not use a Predefined Query from Rematch Addresses. The Auto Apply button is checked on in the Rematch Addresses pane.

@ShanaBritt @BrettStokes @ZacharySutherby I am also experiencing this issue and am using a file-based address locator in ArcGIS Pro. This issue causes our workflow to be much less efficient than it should be. Does this require me to propose a new idea to GeoNet?

Jeremy's answer should be the one marked as correct. I was able to replicate this and confirm that changing the basemap resolved the issue. It didn't make sense though becuase I changing from another AGOL basemap.

Do these any of these bugs (Release notes for ArcGIS Pro 2.4—ArcGIS Pro | Documentation) apply to your situation?: BUG-000106357 Unable to make a connection from ArcGIS Desktop using database authentication login if the password contains the } character. BUG-000116524 Currently borrowed ArcGIS Pro extensions do not allow other login accounts to use the extensions when disconnected from the License Manager. If that doesn't work, I would see if it's possible to change my Google settings, like Content or Privacy sections (Settings > Show Advanced Settings)

The first thing I would do is merge all the parts of the line feature into one feature, then apply the symbology. Then I would adjust the symblogy so that the color gradient is going in the direction I want (Fill symbol layers—ArcGIS Pro | Documentation). If that doesn't quote fulfill my requirements, I would consider using solid stroke and modifying the actual symbology itself, editing the line's colors or marker symbol layers, such as arrows etc... (Line symbols—ArcGIS Pro | Documentation).

I would see if it runs the next day, in order to avoid any possibility of it crashing. If it's still hanging I would then restart it and work off of my local hard drive. Maybe you can try recovering the project by copying and pasting it before restarting though.

I would consider using a Selection approach to this. In ArcGIS Pro, go to the Map tab > Select By Location, enter in the parameters, including the 3 mile buffer as the Search Distance. Then, now that you have your areas within the buffer selected, you can do a Select By Attributes (also under the Map tab), wherein you input those areas, switching the Selection type to 'Select subset from the current selection,' and build your Expression by either using the query builder or SQL (i.e. Numerical_Population_field >= 15000).

If it's not working like it says in the documentation (Work with a legend—Layouts | ArcGIS Desktop), I would tend to think it's a bug, unless it occurs only certain specific times. Based on my reading, I don't think it's possible to make symbology dynamically turn off in the manner that you're explaining. However, I would try experimenting with ArcGIS Pro SDK (ArcGIS Pro SDK | Documentation) to try to re-engineer the ArcGIS Pro interface to fit your needs.
