Update 15-dec I analyzed a similar problem on two other installations, one 10.7.1 and one 10.8, and found that it can be solved by re-running the tool: "Configure ArcGIS Server Account" which applies/corrects permissions on the various installation folders. After that, the ArcGIS Server service automatically restarts and Feature Layer Hosted starts working again. I have found that restarting the entire Windows Server sometimes causes the problem to recur and can be solved by the same method. At this point I am investigating a possible problem related to some Windows update...

Thank you for your reply @ThienTran , I finally could not manage the root of the problem and opted for a more drastic solution. I restored most recent backup of the whole server that let me have all FHLs up and running, then I tried to: make a fresh back up with Data Store utility, uninstall Data Store, remove all folder, re-install Data Store cancel wizard configuration restore from previous backup with Data Store utility All that seems to solve the problem. Now I have also upgrade to latest version (10.9.1).

Thank you for your reply @jcarlson , I already tried to restart Enterprise services days ago and the whole server too, but the problem remain. Hi all, I have a single server base deployment of ArcGIS Enterprise with a lot of Feature Layer (Hosted) Services. After a while I notice that this services are no more responding, I get errors like: "The layer, xxx, cannot be added to the map" in my Web Map Application or the rest URL of the feature service s"/arcgis/rest/services/Hosted/xxx/FeatureServer" appear as a blank page. In arcgis server log I found errors similar to: "Unable to process request. Service Hosted/xxx/MapServer not found" "Error getting service" for all request to FL Hosted. } ...everything seems fine. I cannot identify a pattern in publishing order, some older and some newer services work. In past some of theme are been stopped and started in ArcCatalog for maintenance. The problem is that some of this corrupted services were updated by Survey123 or Web App with editing enabled. And I have no more access to their data in DataStore.... and in no other way that I know.

Hi, in our production server, some hosted feature layers stopped working suddenly. I can contact them with REST endpoint but obtain only an empty page. Trying to add them to a web map I get the error The layer is not accessible and cannot be added to the map. I have ArcGIS Enterprise 10.8 single server deployment with Federated and Hosting Server. Validating the hosting server is Ok, and validating the ArcGIS Datastore connection from ArcGIS Manager also. Some other FHL in same server continue to operate regularly. Is there anyone else with similar problem? any suggestions? thanks in advance Andrea

Hi Chris, I know it is a very old thread, but I feced the same error of "connection time out" because of the server hosting Portal could not reach the url ' https://featurereport-prod.s3.amazonaws.com'. I unlock outgoing traffic on the firewall and did the trick. Good luck

Hi, i found a solution to this specific error that I have too on our setup. The server hosting Portal for ArcGIS needs to access the external url https://featurereport-prod.s3.amazonaws.com, which is where the report is generated. In our setup Portal for ArcGIS is installed behind a firewall that inhibit Internet access from internal server, so we need to add a rule to firewall to allow that outgoing request and avoid the connection time out. Thanks for your answer Christian, actually I'am coming exactly from a migration: 10.6 (server_old) -> webgisdr -> 10.6 (server_new) -> upgrade 10.8. The odd thing is that after a while the upgrade goes aehad and complete. And now I'm investigating if the deplyment is consistant or bad.
