Applying style and poor quality

I am trying to create a rail style, however when the style is applied it looks nothing like the style I have created.

The style I want is just a line with dashes along it. when applied the dashes are unevenly spaced and are uneven sizes and shapes.  nothing is consistant. no matter what parameters I put in the quality is still very poor.

is this a resolution issue? can arc map not handle such fine detail of styling?

It is very well possible that the parts where the dashes are closer is caused by start and end points of the lines. Can you check your data and see if that is true?

You can try to solve this by correcting your input data, using Unsplit Line—Help | ArcGIS Desktop 

There is also a standard symbol for railroad which you could apply just to see if it generates the same problems:
